FOCEM Technical Unit (UTF)

The Regulation of the Fund for the Structural Convergence of MERCOSUR (FOCEM) defines the FOCEM Technical Unit (UTF) as the technical body responsible for evaluating and monitoring the implementation of projects that receive non-reimbursable funding from the Fund.

Functions and Responsibilities

The UTF reports directly to the Commission of Permanent Representatives of MERCOSUR (CRPM) and its main functions are to:

  • Conduct the technical evaluation of projects submitted by the Member States and previously deemed eligible by the CRPM;
  • Monitor the physical and financial implementation of projects approved by the Council of the Common Market (CMC), in line with the regulatory tools submitted by the Executing Agencies of the projects (Semiannual Reports, Overall and Annual Operating Plans, Procurement Plan, etc.);
  • Manage the disbursement of non-reimbursable FOCEM resources to the projects; review their expenditure reports; arrange for external audits and technical inspections of project implementation progress and the products obtained.
