Administration Sector
The Administration Sector (SA) is responsible for managing the Secretariat’s finances, assets, and human resources.
Functions and Responsibilities
Financial and Asset Management
- Prepare the Secretariat’s draft budget, to be approved by the Common Market Group.
- Perform all necessary actions for the proper execution of the Secretariat’s budget and maintain the corresponding accounting records.
- Prepare the Secretariat’s Annual Financial Report, to be approved by the Common Market Group.
- Assist the Director of the Secretariat in establishing the Secretariat’s Annual Procurement and Investment Plan.
- Conduct procurement and disposal of assets, as well as contracting of services for the Secretariat, in accordance with established rules and procedures.
- Make payments to creditors, record and monitor the settlement of credits and debits, issue payment documents and receipts, carry out transfers, and be responsible for the safekeeping of the Secretariat’s funds and securities.
- Keep the Secretariat’s asset inventory up to date, properly assessed, and identified.
- Maintain the supplier registration and control system.
Human Resources Administration
- Prepare documentation for staff recruitment.
- Plan and implement staff training plans in coordination with other sectors of the Secretariat.
- Assist the Director in implementing the Secretariat staff disciplinary regime.
- Ensure proper record-keeping of staff contracts, attendance, and absences.
- Oversee cleaning, maintenance, and security services at the Secretariat.
